This is because recently Ct and SK server has put the old version of Hguard on their server, so when you entered there server, your unreal tournament gets confused on which one to use.
This guide will explain how to uninstall hguard and reinstall the newest version in order to play in UTS and my servers, until SK and Ct get the newest version.
Steps: MAKE SURE UNREAL TOURNAMENT IS CLOSED
1) go to your unreal tournament folder
2) open your system folder
3) Delete the "hguard" and "hackguard" files in your folder if there are any
4)Open your Cache Folder in your TournamentDemo folder delete all files in there
5) open the file "unrealtournament.ini" with NOTEPAD ------------- To do this, right click the file and click "open with" then select Notepad from the list, or if its not in the list browse for it.
6) Scroll all the way to the bottom
7) Set All hguard and hackguard inputs to False
Example:

bTriedInstallation=False
[HackGuardv3.HGPRI]
bTriedInstallation=False
7) Save and Exit
Open Unreal Tournament, and enter Uts or my Servers9) Hguard will reinstall itself, and ask you to reopen Unreal tournament
10) It should work now
WARNING: DONT ENTER SK OR Ct SERVER UNTIL THEY GET THE PROPER VERSION OF HGUARD, OR ELSE YOU WILL HAVE TO DO THIS ALL OVER AGAIN
